How the authorities are reacting to the floods. From the Sarkozy to the Traian Băsescu model

Although the government hasn't invested money in dams in 200 years, the President has thrown the blame for the disaster caused by the floods (50 dead, most of them killed while they slept) on city halls. This is the French model used during the March catastrophic floods there. Sarkozy's media war with the local authorities proved to be counterproductive, his party later suffering a major defeat during regional elections.

The Hungarian model, from back in June, was provided by Prime Minister Vik¬tor Orban: he mobilized 23,000 people throughout the country, who rushed to build¬ dams in 265 localities.¬ In Slovakia, "the largest floods of the last thousand years" came during election week, and the government fell. In Poland, the Prime Minister refused to decree a state of emergency, which would have delayed the presidential elections that were eventually won by one of the members of his party.
